Alternative Energy Development Programs in the CNMI
(Gasification, Geothermal, Wind, Solar)

Introduction
Energy efficiency is the lowest-cost strategy to address global climate change and air pollution by reducing the amount of emissions associated with the burning of fossil fuels to produce energy.

The CNMI relies entirely on petroleum fuels for energy. Rising oil prices have had a profound effect on the Commonwealth, most notably with regard to public utilities. As a result, CNMI must find ways to conserve energy and explore alternative energy sources. So far the most promising among the alternative energy sources being seriously considered are Gasification (Waste), Geothermal, Solar, and Wind energy. CNMI recognizes the need to develop and implement an Energy Action Plan in order to identify energy saving measures and reduce dependence on fossil fuels.

The CNMI Division of Energy, Department of Public Works has direct responsibility for all energy-related programs in the CNMI. Coordination with other programs and agencies in the CNMI government is essential to best institutionalize energy conservation activities, while ensuring that energy programs continue to be conducted in an environmentally sound manner with no adverse impacts to important coastal and other natural resources.

The Commonwealth Utilities Corporation (CUC) is the CNMI’s publicly owned utility providing power, water, and wastewater services to CNMI. CUC’s costs continue to rise because of the high and rising cost of oil in the world market. It is imperative that CUC identifies new ways to reduce its consumption oil and operational costs through renewable energy technologies.

CUC invites Investors to install up to 10MW of renewable energy generation in the CNMI, under two categories –
1. below 500KW
2. between 500KW to 10,000KW.

CUC anticipates a mix of renewable energy sources, but its current focus is limited to Gasification, Geothermal, Solar, and Wind generation.
