Public Hearing for the Child Care and
Development Fund State Plan

Every two years, the federal government requires states, territories, and tribes that receive funds through the federal Child Care and Development Fund (CCDF) to prepare and submit a plan detailing how these funds will be allocated and expended. The Department of Community and Cultural Affairs has been designated to be the lead agency that is responsible for administering the CCDF in the CNMI, and therefore, is required to submit the CCDF State Plan.

Copies of the draft state plan are available through the CNMI Governor’s website at www.gov.mp , the DCCA Child Care Program Office, Building 1347 Ascension Ct., Capital Hill, Saipan and at the DCCA Offices in Tinian and Rota. The final plan must be submitted to the federal government on July 1, 2011.
Public Hearing Process.

As part of the State Plan preparation process, federal law requires the lead agency to convene a public hearing to provide an opportunity for the public to comment on the provision of child care services and quality improvement activities under the Plan before it is submitted to the federal government.

The Public Hearing for the CNMI Child Care and Development Fund State Plan October 1, 2011 to September 30, 2013 is scheduled for the following islands:

Saipan: Wednesday, June 1,2011, 6:00p.m. at the Multi-Purpose Hall
Tinian: Thursday, June 2, 2011, 6:00pm venue: TBD
Rota: Monday, June 6, 2011, 6:00p.m. at the Rota Round House.

The public hearing is an opportunity for the CNMI community to provide comments on specific items contained in the proposed plan. When making acomment please reference the section, number, heading, and page number. Comments that do not reference specific sections in the Plan may not be considered or reviewed. This hearing is also an opportunity for the general public to indicate support, opposition, suggested changes, additions, or deleting pertaining to specific items. The lead agency requests for the general public to offer constructive solutions in the statements.

How to submit written comments or testimony:

All written comments or testimonies will be accepted by mail, hand delivery, or email. The DCCA Child Care Program will accept written comments until Wednesday, June 15, 2011 at 12:00p.m.
